I had a discussion with a distance coach who does not want to taper before track meets. What is your opinion? Do you think it is a good idea to taper before meets or not?

The first step for a distance coach is to build a strong base on a consistent basis. This is probably why the distance coach does not want to taper. Without a good, solid base of distance and strength for two or three months, times would not be achieved.

During the season there will be key meets at which time the coach might want to taper. However, tapering is not done for each meet because it will sacrifice the strong base that has been built.

I agree with this philosophy.
