What does the term "swing down" mean as used by Clyde Hart? Used in one of his 400m workouts.

Its a term coach Hart uses to describe sprinting 50 meters an all out sprint, to a 50 meter swing down (decelerating), to a 50 meter jog, rest jog/walk for three minute rest between sets. In that session he will repeat until four all-out sprints are done. After the track workout the athletes are program to weight training.
The name of the workout: Speedmaker
Description: Speed fast / rest jog
Benefits: Speed, strength and running efficiency
Season: Mid/Late
