Training tools

Can an athletes get faster without using proper training tools, such as stride ladder, resistance harness, power sled and parachutes?

I wouldn't consider these "proper" training tools. These pieces of equipment are only supplements to actual running. As long as an athlete has complete mastery of his/her running techniqe (ie. sprint mechanics) as well as PROPER speed conditioning they will do well. I only use these tools when an athlete level off in his/her performance.
